Geoffrey M. Goodale focuses in the areas of export controls, economic sanctions, import compliance, intellectual property rights (IPR) enforcement, and international trade and investment. Relying on his in-depth knowledge of trade laws and regulations, Geoff assists clients in developing effective strategies to achieve their long-term goals.
Geoff has extensive experience in counseling companies on a wide range of issues involving compliance with the Export Administrations Regulations (EAR) administered by the Bureau of Industry and Security (BIS), the International Traffic in Arms Regulations (ITAR) enforced by the Directorate of Defense Trade Controls (DDTC), and the economic sanctions regulations administered by the Office of Foreign Assets Control (OFAC). He also advises clients on import compliance matters, prepares ruling requests, protests, and prior disclosures that are submitted to U.S. Customs and Border Protection (CBP), and assists clients prepare for and undergo CBP audits. He represents both U.S. and foreign companies in antidumping and countervailing duty cases and Section 201 and Section 337 proceedings. He also advises clients on the Foreign Corrupt Practices Act (FCPA) and the regulation of foreign direct investment (e.g., CFIUS reviews).
By appointment of the Chief Judge of the U.S. Court of International Trade (CIT), Geoff serves on the CIT Advisory Committee on Rules. He is also the Co-Chair of the International Trade Committee of the ABA Section of International Law and is the Immediate Past Co-Chair of the Section’s Customs Law Committee. In July 2011, he was elected Chair of the D.C. Bar’s International Law Section, and previously, he served as Chair of the Section’s International Trade Committee for three terms. In addition, his activities include membership in the American Intellectual Property Law Association (AIPLA), Customs and International Trade Bar Association (CITBA), the Federal Circuit Bar Association (FCBA), the International Trade Commission Trial Lawyers Association (ITCTLA), and the Society for International Affairs (SIA).
Geoff speaks regularly on international trade issues at conferences and seminars, and his articles have been published in numerous publications. In recognition of his contributions to the international legal community, he has been chosen to be a Fellow of the American Bar Foundation. He earned his law degree from the George Washington University Law School, where he was a Dean's Fellow and Notes Editor for the American Intellectual Property Law Association Quarterly Journal.
