Successfully brought administrative appeals to obtain zoning and wetlands permits for a 168-unit apartment development with an affordable component in a light industrial zone in the Town of Orange, Connecticut. On remand, the zoning commission imposed several unreasonable conditions on the permit, but the trial court was persuaded to strike the conditions. Successfully defended that decision at the state Supreme Court. AvalonBay Communities, Inc. v. Orange Town Plan and Zoning Commission, 260 Conn. 232 (2002).
