Thomas Mooney Receives President's Award from Connecticut Association of Public School Superintendents (CAPSS)

Thomas B. Mooney, Co-Chair of Shipman & Goodwin’s School Law Practice Group, has received the Connecticut Association of Public School Superintendents (CAPSS) prestigious President’s Award, an award typically reserved for Connecticut superintendents.

Each year, the President of CAPSS selects an honoree considered an outstanding leader who has done great work for the children of Connecticut to receive the President’s Award. Mr. Mooney shares this year’s award with CAPSS Executive Director Fran Rabinowitz for their collective work providing leadership to the Connecticut education community during the COVID-19 pandemic. In accepting the Award, Mr. Mooney noted that the guidance provided to CAPSS and Connecticut school districts is the result of the work of the entire School Law Practice Group, including especially Andreana Bellach, Christopher Tracey, Peter Maher and Natalia Sieira Millan. 

Mr. Mooney is active in all areas of school law, and he teaches school law at the University of Connecticut School of Law and the Neag School of Education at UCONN. He is the author of A Practical Guide to Connecticut School Law (9^thEdition, 2018), a comprehensive treatise on Connecticut school law used by teachers, administrators and board of education members throughout the state.

CAPSS represents superintendents and leaders of public schools in Connecticut. Among its purposes is to lead the continuous improvement of public education for all students by advocating public policy and developing and supporting executive school leaders.
