Brendan Schain Biography Photo

Brendan Schain is a Partner in Shipman’s Environmental Practice Group, where he advises clients on complex environmental regulatory compliance, transactional, remediation and enforcement matters. Brendan brings 14 years of experience from the Connecticut Department of Energy and Environmental Protection (DEEP), most recently serving as the Legal Director for DEEP’s Environmental Quality Branch (and four years of private practice before that). 

While at DEEP, Brendan led the office that provided legal support across the agency’s air, waste, water, remediation, emergency response and coastal and inland wetlands programs. He also played an instrumental role in sunsetting the Transfer Act and transitioning Connecticut to a release-based cleanup program, supporting the Release-Based Cleanup Working Group and leading the drafting and adoption of the state’s Release-Based Cleanup Regulations. This experience gives Brendan a unique understanding of, and perspective on, the new regulatory landscape and positions him to guide clients through the transition effectively and efficiently. 

Brendan also worked on earlier revisions to Connecticut’s remediation standards and led the drafting of the state’s Environmental Use Restriction Regulations.

Brendan also provided internal legal support and guidance at DEEP on permitting and enforcement and served as a hearing officer in DEEP’s Office of Adjudications.  He has experience managing complicated permitting transactions, including multi-media environmental permitting, and the resolution of violations of environmental laws and regulations by consent order. Brendan also has participated in many contested case hearings at DEEP as both a hearing officer and an advocate.    

Prior to his government service, Brendan was in private practice and represented municipalities and developers in local land use proceedings and related administrative appeals, giving him additional insight into the intersection of environmental and land use law. 

Brendan is a graduate of The American University and the University of Connecticut School of Law and is admitted to practice in CT.
